Carbon Reduction Plan 2025/26
Sama Healthcare Limited | Reporting year: 1 July 2025 to 30 June 2026
Organisation details
Supplier: Sama Healthcare Limited
Company number: 11407078
Registered office: CP House, Otterspool Way, Watford, Hertfordshire, WD25 8HR
Reporting and baseline year: 2025/26 (first year of modelled emissions reporting)
Net Zero target: 2045
Annual review: Within six months of each financial year-end
1. Commitment to achieving Net Zero
Sama Healthcare Limited commits to achieving Net Zero greenhouse gas emissions across its UK operations by 2045, five years ahead of the UK Government’s 2050 benchmark. This commitment applies to direct operations, purchased energy and the specified Scope 3 categories. The priority is to reduce emissions at source, particularly travel associated with homecare and community support. No offsets have been used to calculate the footprint in this plan.
The plan applies to the supplier, Sama Healthcare Limited, not solely to the HPFT framework. It includes the company’s relevant UK domiciliary and community care activities, including service delivery in Hertfordshire and Buckinghamshire.
2. Reporting boundary and quality of information
The organisational boundary follows the operational control approach. The first reporting year is 1 July 2025 to 30 June 2026. Scope 1 and Scope 2, and the five required Scope 3 categories (upstream transport and distribution; waste; business travel; employee commuting; downstream transport and distribution), are included. Values are shown in tonnes of carbon dioxide equivalent (tCO2e) and cover the seven greenhouse gases specified by the PPN 006 technical standard.
Primary electricity, vehicle, mileage, waste and commuting records were not available for this first assessment. Therefore, the figures below are modelled estimates, not meter readings, verified fleet records or audited activity totals. Inputs are identified in section 4. They are a transparent initial planning baseline and carry material uncertainty, especially for business travel. As operational records are obtained, the plan will be revised and any affected baseline figures restated. No company ownership, vehicle or premises assumption should be interpreted as independently verified.
UK Government 2026 company reporting conversion factors are used consistently for the model. The financial year crosses two calendar years; use of one factor set is a simplifying assumption affecting electricity, transport and waste calculations. The data boundary, estimation methods and restatement policy will remain consistent in subsequent reports.
3. Baseline and current-year emissions
As this is Sama’s first modelled inventory, the baseline and current reporting year are both 2025/26; no year-on-year reduction can yet be claimed. Figures below are provisional estimated emissions, rounded to two decimal places.
| Source | 2025/26 baseline (tCO2e) | 2025/26 current (tCO2e) |
|---|---|---|
| Scope 1: direct emissions* | 0.00 | 0.00 |
| Scope 2: purchased electricity* | 1.12 | 1.12 |
| Scope 3, Category 4: upstream transport | 0.25 | 0.25 |
| Scope 3, Category 5: operational waste | 0.83 | 0.83 |
| Scope 3, Category 6: business travel | 35.40 | 35.40 |
| Scope 3, Category 7: employee commuting | 11.23 | 11.23 |
| Scope 3, Category 9: downstream transport | 0.00 | 0.00 |
| Total Scope 3 | 47.71 | 47.71 |
| TOTAL GROSS EMISSIONS | 48.83 | 48.83 |
Scope 1 is provisionally modelled as nil, based on the unverified assumption that the business has no company-operated combustion sources, company vehicles or refrigerant plant. Scope 2 is estimated from assumed office usage, and must be adjusted if the energy is not purchased or controlled by Sama under the selected boundary.
Estimated emissions intensity: 1.10 kgCO2e per support hour, assuming 44,200 annual support hours. This is a modelling ratio, not a verified operational performance measure.
4. Calculation basis and assumptions
The following assumptions are used only because primary records are unavailable. They have not been represented as measured activity. The calculations use activity × the relevant 2026 conversion factor, divided by 1,000 where factors are expressed in kgCO2e.
Scope 1
No direct fuel use or vehicle fleet assumed; not confirmed.
Estimated emissions: 0.00 tCO2e*
Scope 2
Office electricity is assumed at 8,550 kWh × 0.13096 kgCO2e/kWh. No validated bill or meter data.
Estimated emissions: 1.12 tCO2e
Upstream transport
24 assumed deliveries × 25 miles = 600 miles × 0.41386 kgCO2e/mile (indicative light commercial vehicle).
Estimated emissions: 0.25 tCO2e
Waste
1.6 tonnes of assumed commercial residual waste sent to landfill × 0.52058 tCO2e/tonne (2026 commercial waste-to-landfill factor; landfill route assumed).
Estimated emissions: 0.83 tCO2e
Business travel
850 assumed support hours per week × 52 = 44,200 hours; 3.0 assumed travel miles/hour = 132,600 miles × 0.26699 kgCO2e/mile.
Estimated emissions: 35.40 tCO2e
Employee commuting
30 average workers × 190 days × 8 miles return = 45,600 miles; 80% car at 0.26699 kgCO2e/mile and 20% bus at 0.10151 kgCO2e/passenger-km.
Estimated emissions: 11.23 tCO2e
Downstream transport
Modelled nil: care is delivered as a service, without downstream distribution of goods. Reassess if business activities change.
Estimated emissions: 0.00 tCO2e
If direct vehicle, heating or refrigerant emissions are identified, Scope 1 will be restated. Scope 2 will be reviewed against the office energy contract. Additional non-mandatory Scope 3 sources may be reported separately. A provisional nil value is not evidence of zero actual emissions.
Sensitivity to travel assumptions
Business travel is the largest estimated emissions category. The following scenarios hold the other assumptions constant to show the uncertainty caused by the business mileage assumption.
| Assumed miles per support hour | Business travel (tCO2e) | Total emissions (tCO2e) |
|---|---|---|
| 1.5 – relatively compact routes | 17.70 | 31.13 |
| 3.0 – central model | 35.40 | 48.83 |
| 4.5 – dispersed rural routes | 53.10 | 66.53 |
This range is indicative. It is not evidence that Sama drove any of these mileages. The first priority is to replace the assumed mileage with actual business travel and delivery records, including Buckinghamshire work, before drawing conclusions about year-on-year progress.
5. Emissions reduction objectives
Sama will monitor both gross emissions and emissions per delivered support hour. Intensity is useful in a growing care service, but it does not replace the absolute Net Zero commitment. The milestones below are planning objectives relative to the estimated 2025/26 baseline; each will be reconsidered once the initial inventory is supported by recorded activity.
| Year | Intensity objective | Indicative absolute emissions at 44,200 hours/year |
|---|---|---|
| 2025/26 baseline | 1.10 kgCO2e/hour | 48.83 tCO2e |
| 2030 | 0.88 kgCO2e/hour (-20%) | 39.07 tCO2e |
| 2035 | 0.72 kgCO2e/hour (-35%) | 31.74 tCO2e |
| 2040 | 0.44 kgCO2e/hour (-60%) | 19.53 tCO2e |
| 2045 | Net Zero | Net Zero |
Targets will be measured using consistently defined activity data. Should service hours increase, changes in absolute emissions will be explained alongside improvements or deterioration in intensity. No actual reduction is claimed for 2025/26.
6. Carbon reduction measures and delivery plan
Measures supported by existing company records
- Nourish live geographical rota mapping is used to group visits and plan travel between service users. Its continued use will support efficient routes without reducing punctuality or continuity.
- Sama uses electronic care records and rostering systems, reducing the need for some paper records and manual administration. Any quantified paper reduction will be reported only after measurement.
- Sama’s Organisation Portfolio identifies responsible travel, less paper use and waste reduction as current environmental priorities. These form the basis for measurable actions below.

Progress will be reviewed at management meetings, and a revised Carbon Reduction Plan will be published annually within six months of financial year-end. Where actual activity records materially differ from these initial assumptions, Sama will explain and restate its baseline rather than claim a misleading reduction.
7. Declaration, director’s approval and publication
This Carbon Reduction Plan has been prepared with reference to PPN 006, the associated technical standard, the GHG Protocol Corporate Standard and the UK Government greenhouse gas conversion factors for 2026.
The stated footprint is an explicitly modelled initial estimate because historic primary activity records were not supplied. The calculations, assumptions and limitations are disclosed in the plan. The company will improve the reasonable assurance of its inventory by obtaining underlying activity records as set out in section 6.
By approving and signing below, the director adopts Sama Healthcare Limited’s commitment to achieving Net Zero emissions by 2045 and approves the environmental improvement measures and reporting arrangements set out in this plan. The director also acknowledges the estimated status of the baseline and the commitment to improve and, where needed, restate it.
